How Does the VACCN Work?

The VA Community Care Network—sometimes referred to as the Veterans affairs community care program—operates through a sophisticated system designed to seamlessly connect veterans with the care they need. The network consists of carefully vetted healthcare providers that are organized into six regional networks covering all 50 states. To participate in the network, providers must meet strict quality and accessibility standards, ensuring veterans receive the highest level of care possible.

The process for accessing care through the VACCN typically follows these steps:6

  • Find an in-network VACCN provider to suit your needs. Either search for a provider (e.g., Apex Recovery) yourself, or ask your VA health care team for help if you can’t find a provider or if the one you want to visit isn’t in your network.
  • Get a referral from your VA health care team. In order for treatment to be covered, the VA needs to provider a referral. Once you contact your care team, they’ll review your eligibility, confirm the type and location of care you want to receive, and prepare your referral if approved. (This process usually takes 14 days or fewer.)
  • Schedule the appointment. Once you have the referral, you can schedule the appointment yourself or ask your VA care team to assist you. The VA asks that you notify a rep within 14 days if you schedule your own appointment so they can better coordinate services through your chosen VACCN provider.
  • Look for your authorization letter. Once you schedule an appointment, the VA will send you an authorization letter that provides insights into what’s covered and what happens next. The letter will offer important details such as:
    • Authorization number
    • Details on your selected provider
    • Treatment descriptions
    • Duration of time you can obtain care without another referral
  • Go to your appointment (or check in with the SUD treatment facility). The VA will share any pertinent medical records directly with the facility.
  • Continue with care and secure any necessary referrals. Once care is approved, you can schedule follow-up appointments or various levels of SUD care directly with the provider as outlined in your authorization letter. Keep in mind, all covered services will be listed in your authorization letter, as will the need for any additional referrals. So refer to it as you progress through treatment.

As a side note, some people confuse VACCN with an insurance program. When in fact, there is no such thing as VACCN insurance. However, VACCN benefits paired with private health insurance may prove doubly beneficial, as the duo can provide valuable flexibility and coverage options.

The VA can bill your private insurance for non-service-connected conditions, and you can use VA health care benefits in conjunction with other health coverage plans like private insurance, Medicare, Medicaid, or Tricare. This dual coverage ensures comprehensive healthcare options while helping support the VA healthcare system’s resources.7

The cost structure for VACNN services is designed with a focus on accessibility while maintaining high-quality care, with service-connected status being a primary determining factor. Veterans with service-connected conditions typically receive treatment at no cost, and their disability rating percentage plays a crucial role in determining coverage levels. Veterans are assigned to specific priority groups that influence their costs, with Priority Group 1 members usually paying no co-payments, Priority Groups 2 to 6 potentially facing co-payments for non-service-connected care, and Priority Groups 7 to 8 subject to higher co-payment rates.8,9

Treatment costs vary significantly based on the type and duration of services received. As such, detox and inpatient care typically costs more than outpatient services, since the former involves living on site for the duration of treatment and having access to medical as well as mental health and therapeutic care. Additionally, costs vary by facility and will be impacted by your individual treatment plan and duration of care.

Financial considerations extend beyond the basic fee structure, as a veteran’s income level and financial status can affect their co-payment requirements. Geographic location may also impact certain fees, and the length of military service can influence coverage levels. This comprehensive approach to cost structuring ensures that veterans have access to necessary care while maintaining the sustainability of the VACNN system.8,9

Check to see if you qualify for various VA financial-hardship programs that include flexible payment plans and potential hardship waivers for those experiencing financial difficulties. Am I Eligible for Community Care with the VA?

To be eligible for VACCN, you’ll need to meet at least one of the following eligibility criteria:11

  • Service Unavailable at VA Facility: You need a specific service, such as co-occurring disorder care, that’s not available at any of the VA’s in-house medical facilities.
  • Facility Unavailable in Your Area: You don’t live learn a full-service VA facility. This applies to veterans in Alaska, Hawaii, New Hampshire, Guam, American Samoa, the Northern Mariana Islands, and the U.S. Virgin Islands.
  • Grandfathered Choice Program Eligibility: You may be eligible for VACCN if you were eligible for certain aspects of the Veterans Choice Program and you continue to reside in a location that would have qualified you for that program.   • Wait and/or Drive Times Exceed Standards: If you have more than a 30-minute drive time for mental health care or 60-mintue drive time for specialty care, you may be eligible for VACCN services. Similarly, you may be eligible if wait times exceed 20 days and 28 days for mental health and specialty care, respectively. See the fact sheet for specifics.
  • Best Medical Interest Determination: You can be referred to a community provider if the referring VA clinician agrees it’s in your best personal interest.
  • VA Service Line Doesn’t Meet Quality Standards: If the VA has determined its facility isn’t meeting the quality standards it has established, you can elect to receive care from a community provider under certain limitations.
